Dublin’s homeless action plan framework for 2014-2016 was developed throughout 2013, by the Dublin Joint Homeless Consultative Forum and Statutory Management Group. It is informed by submissions from members of the public, from community and voluntary agenciesalongside elected Dublin City and County representatives, and importantly, homeless service users themselves. It sets out the strategic aims and the thematic areas for core actions that are required to realise regional and national objectives. Detailed annual Business Plans with targets will be developed for 2014, 2015 and 2016. This plan will build on the considerable progress that has been made to date in responding to long-term homelessness and the need to sleep rough in the Dublin Region.

This plan outlines how the State responds to homelessness to achieve the national objective of ending involuntary long-term homelessness by 2016 and it is a practically focused delivery plan so as to secure a ring-fenced supply of accommodation to house homeless households within the next three years (2014-2016) and mobilise the necessary supports. It contains actions that are direct, immediate and solutions based. It addresses each of the recommendations contained in the Homelessness Oversight Group's First Report and identifies the necessary steps to deliver these recommendations. Responsibility for the various actions is assigned to the relevant stakeholders for delivery within specified timelines. Other actions that are considered necessary have also been included in the plan.

The Dublin Region Homeless Executive (DRHE) commissioned the Mapping Homeless Services for Women in Dublin to fulfil a commitment in the 2012 Business Plan, to review service provision to women in the Dublin Region.
The Survey was conducted in 2013 and 38 of the 41 services operating in the region responded. The report presents comprehensive data relating to the capacity and operations of the services that accommodate women. It also profiles
service users before concluding that additional dedicated services are needed to address the specific needs of women.

This research was commissioned by the DRHE in order to provide a context for the DRHE's publication Mapping of homeless services for women in Dublin, which provides results of a survey of women's services conducted in 2013. This study provides an in-depth examination of the lives and experiences of homeless women with specific attention to their homeless 'pathways', that is their entry routes to homelessness, the homeless experience itself and possibly exit routes from homelessness.
