The Dublin Region Homeless Executive is provided by Dublin City Council as the lead local authority in the response to homelessness in Dublin
and adopts a shared service approach across South Dublin County Council, Fingal County Council and Dun Laoghaire-Rathdown County Council.

Housing and Sustainable Communities Agency (HSCA)

The Department of the Environment, Heritage and Local Government have established the Housing & Sustainable Communities Agency (HSCA) on an administrative basis from early May 2010. This is in order to facilitate the integration of the work of the Homeless Agency, Affordable Homes Partnership, Centre for Housing Research and the National Building Agency and more crucially to expedite key housing policy areas such as social leasing.

 
The primary functions of HSCA are to provide support in a shared services environment to local authorities and the Department. It will operate in relation to housing, planning and building control legislation.
 
The status of the work carried out by the Homeless Agency will not be affected and it will continue to function in its current format for the remainder of 2010.
 
The interim measure is to progress some of HSCA’s roles in relation to social leasing and research. The website of the Centre for Housing Research will be amended and will become the initial website for HSCA, covering the work areas of the Centre for Housing Research and the Affordable Homes Partnership. Primary links to the National Building Agency website and the Homeless Agency website will be provided on the homepage of the new website, which can be accessed on www.housing.ie
