The Dublin Region Homeless Executive is provided by Dublin City Council as the lead local authority in the response to homelessness in Dublin
and adopts a shared service approach across South Dublin County Council, Fingal County Council and Dun Laoghaire-Rathdown County Council.


Improvements and changes to the Homeless Freephone

From the  19th December 2016 Dublin City Council will be changing how the Homeless Freephone operates  in order to reduce waiting times and provide clients with real time emergency accommodation availability.


The key system changes and benefits are as follows:


  • Clients are automatically called back, immediately after calling the Freephone
  • Clients are informed of their position in the queue
  • Clients are provided with real time information in relation to emergency accommodation availability  


Live service and bed allocation


This live service will ensure that when a person receives their immediate call back, they will be notified of their position in the queue. In the event that all beds have been allocated, this announcement will be made to all callers in real time.


On a daily basis the City Council’s Homeless Central Placement Service is  making over 270 nightly placements into emergency accommodation. At all times Dublin City Council ensures that all beds are accessed and at full capacity. To this end, persons calling during the day can be asked to call back at a later time in the evening (10.30pm), when beds already allocated that day have not been taken up because people may not have presented. These beds are then  reallocated to others in order to ensure full usage of all beds in the system.


Dublin City Council will continue to review the operation of the Homeless Freephone to ensure it provides the most responsive service for clients
